I like 90% myself.
Most of the people who will come to and enjoy these CGL tournaments are going to be MLG junkies. When you get used to something such as 110% speed or 90% sheild recharge rate it can throw you off if it is changed between gametypes.
The point im trying to make is you should not have to think about how long their shields will be down when rushing in to finish a kill.. It should be INSTINCT, switching the setting will catch a lot of players unfamiliar with the differences of the rules in CGL off guard and even some who are...
I feel that switching from 90% to 100% for just a couple people would be complicating things for no reason. It would be like switching the movement speed between FFA and saying moving faster will help you to get to cover more quickly.
People may think too, whats the big deal its only 10%... How would you even notice?
Have you ever went from playing MLG for a couple hours then went into a Matchmaking Playlist?
You can instantly tell that the speed is different and it feels very slow at first.
That is only a 10% change you felt, 10% makes a diffence.
The difference between these two things ( Movement and Shield Recharge Rate ) is that you can quicky get used to the movement speed change as your constantly moving and adjusting. Shield Recharge Rate on the other hand may suprise some people. You may shoot someone a couple times rush in expecting them to still be deshielded and get killed because by inctinct you thought their shields would still be down.
My opinion is that it would be overcomplicating things to switch something that most people use thier instincts to judge between gametypes.. I mean, whos actually starts counting when someone runs away?! Its not going to change the outcome of a game either way so I just think it should be left the same for the sake of simplicity.
